A PRINTING HOUSE OF BROAD SPECTRUM

The Moscow Printing House of Goznak not only produces security products but is also engaged into the document personalization

In June 2011 the Moscow Printing House – Branch of Goznak celebrated its 65th anniversary. The first order for the Printing House was the production of banknotes of the model of 1947. Later on geographic maps, artistic albums, post envelopes, lottery tickets were printed here… In the 1990s it was here that the vouchers were printed.
In the course of time the production of special and excise stamps for alcoholic and tobacco products was set up here (it is still carried out). The banknote production with which the history of the Printing House had started 65 years ago was taken away from here a long time ago. Today the Printing House is starting a new period of its history. Roman SOBOLEV, its Director, told us about its perspectives.


According to Roman Sobolev, the Moscow Printing House is to turn from a printed product manufacturing enterprise into a multi-industry enterprise engaged not only in the security printed product manufacture but also in personalization of documents with the electronic data carrier, creating, recording and storing of electronic databases (and providing such services to its customers) as well as services in the instrument engineering field.

Goznak’s participation in the creation of the passport and visa documents of the new generation has shown all the advantages of the document personalization in the unitary center when the completely finished document but not a form to be filled leaves the walls of Goznak.

Therefore the personalization system that was started with the biometrical passports will be developed. “The necessity of creating and keeping unitary federal databases is obvious for modern Russia.

One can say that the passport and visa data basis is most qualitative, resilient and self-developing”, Roman Sobolev continues. The State System of issuing and giving-out of the passport and visa documents of the new generation stipulates two disaster-resistant, independent of one another passport and visa production and the citizens’ personal data storage sites.

Therefore it was decided to create quite a large for the sizes of the country center of personalization of documents with the electronic data carrier within the territory of the Moscow Printing House. And by the end of the year the second passport personalization site will start operating here (the first one is located within the territory of the Moscow Printing Factory – Editor’s note)”.

Due to the fact that it is planned to introduce the biometrical data to other ID documents, the personalization centers have great perspectives.
“Today the Printing House has an operating contract for personalization of policies of the Federal Center of Obligatory Medical Insurance”, says Roman Sobolev.

“The Federal Law about the obligatory medical insurance came into force on May 1 of this year, and we started issuing and personalization of policies of the Federal model. Paper policies are issued and the technology of personalization of policies in the shape of a plastic card with an electronic data carrier – the chip – is worked through now at the Printing House.

According to Roman Sobolev, the policy in the shape of a plastic card is a very convenient instrument: a card like that is in fact a document proving the identity at medical institutions. Besides, the card memory capacity enables storing a part of the necessary information, e.g. the blood type, medicines taken, chronic diseases.

It may not only shorten the queues at the health centers, but also make the emergency administration process more operative.
“Now our efforts are directed to broaden the opportunities of the Moscow Printing House in the field of services of document personalization, including creation, keeping and storing of electronic databases of such documents”, explains Roman Sobolev.

In particular, it may be demanded when the universal electronic card process is realized, which is planned to have a multitude of electronic applications, including identification, retiring, medical, banking, transport, territorial.

It is also planned for the Moscow Printing House to receive certificates of the VISA and MasterCard international payment systems; it will allow to start the banking card personalization.
A separate activity of the Moscow Printing House will be service maintenance of the printed product authentication and quality control and instrument engineering.

“Today the Instrument Engineering Division is incorporated into the Directorate of Goznak, but it is located at the Printing House and here it is engaged in the development and production for processing and authentication of security printed products – banknotes, special stamps and others”, says Roman Sobolev. Director of the Moscow Printing House believes that the appearance of new kinds and shapes of documents will cause the demand for new devices – for reading the information from the chips, for the document authentication and so on. Therefore a lot of work is expected, and it promises to be interesting.

Glimpses of history of the Moscow Printing House of Goznak

The history of the Moscow Printing House of Goznak started in 1946, when according to the decision of the Government of the USSR about the after-war currency reform the work upon manufacturing banknotes of the model of 1947 was carried out at Goznak. To solve the task it was necessary to enlarge the production capacities, and a part of the printing complex of the Chief Directorate of Geodesics and Cartography was conveyed to Goznak.

The order was executed on time – in December 1947 the country received the new banknotes.
In the following years the Moscow Printing House of Goznak received highest praise and international rewards for its products – geographical maps, artistic albums and replicas – more than once. It supplied the whole country with marked envelopes and postcards, lottery tickets, military, komsomol (Young Communist) and trade union cards and school documents.

In the 1960s the Printing House mastered the issue of colorful cards and produced a whole range of illustrated editions which became masterpieces of the printing art, including “Fairytales” illustrated by I. Bilibin. In the 1970s and 1980s the Printing House mastered the issue of special products for import. The equipment was modified at the same time.

In the 1990s a united printing workshop was created at the Printing House; an important State order was executed on its machines – vouchers, treasury obligations and papers for the Central Bank were printed. In 2000 the new equipment for executing a new state order of regional special stamps for Moscow and later on for the whole country was purchased.
